I am 100 percent with you on being disenchanted with people who refuse to get their pets fixed. the result of such stupidity is thousands of unwanted animals that end up starving or freezing to death, or being targetted by over-zealous city animal "control" people.

Perhaps if huge fines were levied against such people, they would get the picture and get their animals fixed.;-(
