Anything concerning animal welfare makes me crazy, no relative of mine ( or friend) would escape my wrath over something like this.

I think your sister needs to hear the truth from someone.

Denying the necessities of life to a critter is animal abuse. Denying veterinary care to a critter is animal abuse.

In Canada, if reported, she would be charged with animal abuse for both these inactions. ;-(
