I think it is regarded as a small tree, or a large shrub, depending upon which source you follow.

I know from personal experience that it generally does not exceed 10 feet in height, and has a tendency to put out lots of offshoots at the base. Left to its own devices, it seems to grow into a large, bushy shrub.
